The record fills in here: the commodity code, the rate that attaches to it, the provisions ruled out on the way down, and the written argument for all of it.
Reading the record
- Commodity code
- The tariff line, taken to ten digits where the importing country provides them. The first six are the same everywhere; the last four are national.
- Duty rate
- The general column rate for that line. Origin, preference programmes and trade remedies move it, which is what the note underneath is for.
- Provisions ruled out
- The headings that were seriously in play and the reason each was rejected. A decision with nothing ruled out is a guess with a number on it.
- Confirm before filing
- Facts that were not supplied and would change the answer — an unstated material breakdown, an unknown value band, a missing country of origin.
