Bring an article to the gate

Anything physical that crosses a border. The more you say about material, construction and value, the fewer questions come back at the bottom of the record.

Article

Describe it, or show it

Material, construction, how it is used, and the declared value per unit are the facts that most often decide the line. A photograph settles the ones prose leaves out.

The record fills in here: the commodity code, the rate that attaches to it, the provisions ruled out on the way down, and the written argument for all of it.

Reading the record

Commodity code
The tariff line, taken to ten digits where the importing country provides them. The first six are the same everywhere; the last four are national.
Duty rate
The general column rate for that line. Origin, preference programmes and trade remedies move it, which is what the note underneath is for.
Provisions ruled out
The headings that were seriously in play and the reason each was rejected. A decision with nothing ruled out is a guess with a number on it.
Confirm before filing
Facts that were not supplied and would change the answer — an unstated material breakdown, an unknown value band, a missing country of origin.
